Hi Darryl; I just replaced my front brake pads on my '99 with 5000 miles. I thought I should have gotten more, but maybe I use the front brake too much. It's not a hard job at all, in fact I thought it was easier than car brakes. I got mine from an aftermarket dealer for $18.00 which I thought was really high for just two little pads, I didn't have the nerve to ask the dealer for his price. You should not have to replace the rotor unless it has been scored, and then try to have it ground smooth before buying a new one. Mine do not drag when backing up,maybe the caliper is not releasing enough, this happens a lot with car brakes and they wear out on one side, check yours and see if both pads are worn fairly even.
